How do I start the "Repairing the Orrery" quest
I have the deluxe edition and normally I should have gotten a note that starts the quest after leaving the sewers in old Oblivion.

Talk to Boethiel at the Arcane University. She is in the Arch Mages Lobby. You need to do the Mage Quests up to the point where you can enter the University.
I got it working just going into the lobby at the Arcane University and she was there at 10PM. She talked about a note I didn't have and then the quest started. I think it might be a bug.

That's odd; she's frequently hanging out in the Arcane University lobby. But, if worst comes to worst, look up her RefID and use the console command "player.moveto #RefID".
Found her, at last. It was better in the OG where you got a note from here from the start. Well maybe a bit unimmersive but at least you knew there was a quest. Now I'm seeking her out only because I know from having played the OG that an Orrery mission exists, but the Remastered gives you no clue. A new player would probably miss the quest entirely.

there's a rumour item that she is looking for help which triggers it.

Strangely enough, the first time I went into the Arcane University, Botheil just came up and asked me for help, and I saw a message flash about a quest starting. I think she even initiated the conversation; I was looking for Raminus Pollus. (Botheil is just a little bit on the forward side. But you didn't hear that from me.)
I waited and waited all day in the lobby and she never showed up. I finally stumbled on her sleeping in the mages quarters, I woke her and she immediately gave me the quest ("I need the items in this list" but never gave me the list), and thereafter she is always in the lobby.

She never gave me a list either. But, on your map, you should see a single campsite to go to. Clear out that camp, loot thoroughly, and the game will somehow mysteriously divine a handful or so of other campsites to go to. Go to the other campsites, do wjat you did at the first camp site. When you do the last one, you'll mysteriously find that you have everything Botheil wants. Go back to Botheil and the quest will proceed,
Yeah I know the whole thing from OG but I'm trying to approach it from the view of a new player. Actually, I shouldn't even know that I needed to sweep the academy for a specific person, which would give me a quest. If I'm lucky I overheard a conversation on the streets between two NPC's, which is easy to miss, especially as most NPC conversations you hear are filler so soon they become noise. Or if I did hear it, would I remember the name Bothiel and where I was supposed to look for her? Unless I wrote it down.
If they were taking away the quest bombardment you had at the beginning of the game in OG (which admittedly was unimmersive and annoying), they should have bothered to make these quests trigger during the game. For another example, Frostcrag Spire. You might be intrigued by this tower on the top of the mountain, but it is so hard to reach except by a road that actually goes *BEHIND* the mountain, unlikely to stumble upon it. And you get the "quest" only when you actually arrive at the place. In the OG it was like an inheritance you got.
