Enemies are out-leveling me. How can I fix this?
I've been going for a light armour, greatsword, summoner, battle mage kind of character from the beginning. Now at level 16 I was forced to turn the difficulty down to the lowest because everything is obliterating me.

Even the random bandits have dwarf armour and elven weapons, forcing me to use my most powerful spells to even stand a chance. My strongest summon, the dremora, die in 2 hits from most things and my own sword does nothing to the enemy if I'm on adept (fine silver enchanted greatsword).

Is there anything I can do to correct this or should I just restart with a new character?

Do you have the Daedroth summon? So far it has killed everything really easily for me.
You might be trying to level up too many skills simultaneously. You could sort of correct this by concentrating on summoning or blades almost exclusively for a couple levels so you can either hit harder or have better summons.

Unlike the original this one does not have a difficulty slider. One review video shows they figured the difficulty options are scaled badly there are two where one gets too silly on how easy it is to kill an enemy and the next difficulty up took too long. Instead of 0.something change in health or damage it was a x3.0 change in one. The average difficulty that would feel cannon or immersive is somewhere between the two we cannot select. At least at the time I am replying this. If it is seen much later don't bother me on it.
