BUG - Thieves Guild Quest: The Elven Maiden - Missing Armand after dealing with informant

[Casus]

Armand does not return to his location after dealing with the informant - even though the quest log says he will be back. I've waited for several days and travelled back and forth, etc.

Bugged.

isnt the sheriff looking for him at that point, if i remember right you should not look for him try speaking to a begger

Sounds like a bug. After Lex arrested the informant, there should have been a quest update saying Armand would return the next midnight.

In my case it says that on the quest but still, bro never returned...

Go to Anvil (or any other faraway place) and wait two weeks. Preferably indoors but staring at the mermaid statue is fine too. Fast travel back and see if the quest NPC's reset after that.

Most cells(areas) you are not currently in or recently visited for awhile will be refreshed, items/enemies respawned, and NPC's will be reset.

I solved it ! Saw an old post from the OG game saying that stealing from a thieves guild member or a beggar would expel you from the guild and then you'd be able to find him back at the same spot at midnight to pay your fine and get back in the guild. And it worked !!!
