Mostly graphical mods needs to be done completely, some other may work or need only small tweaks.

Because the way the game works it has the old Oblivion files if you look down in the files and it uses them to run the game logic in the Gambryo engine just like it used too. There is a plugins.ini file too for the load order.
JSON seems to be used to map the assets to assets in unreal for the front end rendering. So if you aren't adding new assets or changing assets in a mod it should mostly work as before. People have tested this and many mods for the original game do in fact work.
Go look on Nexus there is an explanation of what is known of how the remaster works.
There are also some new mods that tinker with the unreal assets too.
You can see online articles as well pointing out that some original mods work ok with the remaster.
