Does Bethesda support and the rest have any clue what they are doing, or do they send the same copy-paste reply to everyone?
I opened a ticket with them concerning the stuttering issues.
They asked for my computer's msinfo32.txt and DxDiag.txt which I provided and I also informed them I have a laptop.

In their reply they have advised me to install Hotfix Driver 576.15 even if that is for a desktop computer. It seems they have not acknowledged that I have a laptop and not a desktop. Or can that hot-fix be used for a laptop?? If that's the case I'll delete my post and admit being a noob at computer gaming.

Then they asked me to close all the back ground processes and create a new Windows profile to see if it solves the problem.

Then I should try to reinstall DirectX.

None of this has of course solved the issues.

What are your thoughts?
Will they ever honestly admit that they need to also work more and do more testing just like the rest of us.

have you tried to reset router?

Seriosly seems modders fixing game errors so why bother testing it?

I did that and I even bought a new mouse pad!
