(Off topic, but someone please tell Todd it's really pointless to disable achievements for using mods or console commands. This is an offline single player game.)
I was searching for a good while for the first one because it was stuck under the dock.
Detect life spell helps a lot to find extra fish.
A lot more fish had spawned along the shore of the lake.
Just be sure not to loot more than the 12 scales needed for the quest. Otherwise the quest can break if you go over 12, and then you won't be able to turn it in.

While I don't personally care about achievements at all, keep in mind that using console commands does disable them.
People can publically compare achievements, so for them to have any meaning at all it sort of makes sense to try and block their acquisition through cheats. The problem is that in a game as buggy as a Bethesda release, console commands and mods are often a necessity.
When I went well beyond the area designated by the quest markers they slaugterfish were no longer dropping quest-related scales but just generic 'scales'.
