Can anyone tell me where martin is?
I'm trying to find Martin to finish the kvatch quest but the quest marker is on the head guard slavian and he won't talk to me.

I guess I need to find martin myself to progress the quest. Just don't know where he is.

In Kvatch, there is a Temple there, right after you enter through city gate which is behind the Oblivion gate. It's the only structure left intact.

If he wont talk to you it means there is still a monster nearby and you need to kill it.
Always check around the area if a NPC will not talk to you and you will find a monster or two that needs killing.

If you didn't clear first section of Kvatch then you'll find him in the chapel. If you cleared it before and rescued civilians, then he might be in the camp before city.

You were right i had rescued the civilians and yes he was at the camp just outside the city. Thanks for that. I can play on now.

Make sure you kill all the daedra/monsters before you enter Kvatch, just like person above said. Some of them run around far away like crazy. Some are kind of smallish.
