Is it possible to pick up books and put them in your inventory?

Would be very cool if I could, can I?

Interact with them to read them, press Enter while reading them to add them to your inventory.
You can read an owned book without committing a crime.

You cannot, no. The only thing the stolen flag does is that the items get taken from you should you get arrested with them in your inventory.
