Do you know what mod it was, Im having this issue at the moment and im toggling all my mods but ive got Frostcrag blokcing me form entering, and Mystic Emporium trapping me inside
So i got mine working and the solution was stupid,
when you run vortex the default order for the DLC's is incorrect,
This is known as the oblivion.esm should be at the top or the game doesnt run,
But turns out the other DLC's do have an order they have to be loaded at.
So what was happening was mystic emporium and frostcrag where breaking, dont know what was breaking frostcrag but it would make sense that the emporium broke aswell as it is involved in that dlc,
So I had to find out what the origonal load order was before vortex reordered it, then told Vortex to load it in the correct order.
For anyone else hitting this the order that works is:

ive now got multipule hours of play time on oblivion and it was all spent fixing mod lists and restarting, they really got the classic oblivion experience just right lol
