Is the quest Imperial Corruption Bugged??

Have gotten the 2 witnesses and waited to till the next day as all the info online says; Itius Hayne will not progress the questline and will not act as if the witnesses have been spoken to.

Try going somewhere else (like Bruma) wait 24 hours or so, and then travel back. That's what I did and the quest updated for me.

Well now the marker for the quest is gone. I will just forget it hope its not timed or something and come back later I guess

After convincing the two witnesses to tell the captain of the corrupt one, follow the captain until you hear both of the witnesses confess to him. The marker disappears at this point. Then follow the captain and he goes to arrest the corrupt captain. Once you witness the arrest the quest completes as the corrupt guard loses his armor and is hauled away. After the arrest, in 10 days the corrupt captain will escape. You will know when.
