PSA : dont get arrested when youre ready to levelup
doing so will cause the game to crash whenever you try to sleep off your bounty.

So in Oldblivion you would lose skill points in jail once you served your sentence at the bed. Seems like a conflict with applying that malus and then the leveling process trying to figure out your stats and then getting a conflicting answer.

I can't remember, but is there an option just to sleep and not to level-up?

No, you will always have to level up.

yup, thats exactly why i intentionally get arrested with insanely high bounties, then sleep it off. its basically just a very fast way to max out your stats and zoom your level up really high. but no, no option to not levelup.
NOPE nevermind, its justa bug that ALWAYS happens when you rest in prison now. GG bethesda, you literally broke multiple quests by doing that.

ahh you sweet summer child. there are multiple quests in the game that actually require you to get arrested and sleep off your sentance to actually finish them. if you try to break out of bruma prison, youll be forced to kill an NPC crucial for the quest that sent you there and will break said quest.
