Those with no DLSS/low fps, try Lossless Scaling tool
Use lossless scaling tool purchased here
https://store.steampowered.com/app/993090/Lossless_Scaling/

If you can maintain a baseline FPS be it 30 this will make things "feel" like 60, though with some input lag.

Once installed, either use the Nv control panel or open up Rivertuner Statistics (bundled with MSI Afterburner) and set your framelimit to 30 and your refresh rate to 60.

Enable Vysnc via Nv/AMD control Panel.

Start Lossless Scaling and select the following settings:
Frame Gen:
Type - LSFG 3.0
Mode - Fixed
Multiplier - 2

Ignore Scaling settings for now, you can try it later.

Rendering:
Sync Mode - Vysnc
Max Frame Latency - 1
Draw FPS - enable

Leave everything else at default and start the game.

Once you're at the main menu, make sure the game is set to borderless at its required for LLS to function. Alt - Tab over to LSS at click Scale in the top right corner, you'll notice a countdown, alt-tab back to Oblivion and wait for a few seconds the screen may flicker and LLS should now be enabled. In the top left corner of your screen, you should see 30/60.

Again, there is noticeable input lag, but playing around with settings like Low Latency Mode in the NV control panel may help.

If your monitor supports refresh rates higher than 60, you can cap your fps to 40 and refresh rate to 80 and so on.

This tool has its use cases, but this game is NOT one of them.

It will vary per user depending on their on personal experiences and their hardware.
Just because it doesn't work well for you or do what you want - its still a great tool for many others.

Considering its SP only and hardly requires a MB/kb (personally I use controller) its works great for me.

3060ti yeah it didnt help it in fact did the opposite
i recommend this tool too, easy to use and good for 100hz monitor. i used 3080 pair with ryzen 5 5700x and 16gb ddr4 3200mhz, put setting on high 1080p DLAA, sometimes i usedhardware rt lumen ultra for interior gameplay. This tool is really good.

I know people gonna troll its fake frames but to be honest who cares, as long as it look pleased at my eye, im ok with it.

but now i upgraded to 4070, i just use nvidia frame gen which is of course, less input delay and less artifact. I said less because it still there even it was official nvidia frame gen
