meaning 20% of steam players have never left the sewers according to the achievements lol.
I would imagine a fair portion of them quit when they see the character creator. When I saw it, I was pretty disappointed that most races still have the same overall topography as the original Oblivion, but I'm sure many are glad to see it remain.
I would imagine the majority of those that quit either lost interest during the tutorial, or realized their computer wasn't going to run the game well. With the original available for $15-$20, people are going to refund the game if they can't play on at least high because at that point you may as well play the old one with mods.
Edit: In hindsight, we can't forget about the people that get faced with the choice to finalize their character, aren't sure they want to commit, and then just never proceed further. It wasn't uncommon in the original 19 years ago, and I was definitely guilty of it myself back in the day.
And of course, anyone that mods their game right away is instantly achievements off.
