you clearly are missing the point of the post and how it's based on the achievement of leaving the sewers and the percentage is around 80%

meaning 20% of steam players have never left the sewers according to the achievements lol.

I would imagine a fair portion of them quit when they see the character creator. When I saw it, I was pretty disappointed that most races still have the same overall topography as the original Oblivion, but I'm sure many are glad to see it remain.

I would imagine the majority of those that quit either lost interest during the tutorial, or realized their computer wasn't going to run the game well. With the original available for $15-$20, people are going to refund the game if they can't play on at least high because at that point you may as well play the old one with mods.

Edit: In hindsight, we can't forget about the people that get faced with the choice to finalize their character, aren't sure they want to commit, and then just never proceed further. It wasn't uncommon in the original 19 years ago, and I was definitely guilty of it myself back in the day.

And of course, anyone that mods their game right away is instantly achievements off.

20% of players probably have slavesalary jobs like me who've only found enough time to get a few hours in since release, and are too mentally exhausted to play even when they have time to, so they shidpost on the forums like me right now

lol i have a handful of mods and achievements are still on
20% are probably experiencing crashing problems. I'm currently experiencing this just after leaving the sewers. I have a Radeon 5700 XT and apparently that's not good enough even on the lowest settings.

That is a fair point about the cheevos being disabled by mods. Also I guessed on the percentage since Im playing on Xbox, but its the same apparently. The old average is close to this as well. The old stats were always fun to follow.
Use of the console disables achievements, worth remembering that too
