your system isn't far off from my specs these are the settings I use

Ryzen 7 2700x
16GB DDR4 3000
8Gb RTX 3070

set everything to Ultra including Lumen RT, select FSR3 for upscaler, turn on FSR3 Framegen, Set FSR 3 to Balanced, Set FSR3 sharpness to 100

with this I get 100 - 150 in dungeons and 50 - 70 outside, its smooth

Your GPu is weaker then mine but you have a better chip then me so we should have the same performance

Just lower your settings until you reach an acceptable balance between frames and quality.

3060 ti is limited on what it can do. I know because I have one too.

I have most everything set on high, shadows on medium. Screen space reflections off. Hair on medium, cloth on medium. Capped FPS at 60 in Riva because of my TVs refresh rate. Still getting stutters but only every now and then. It's stays at 60fps pretty much whenever it's not stuttering.

try rerolling to older nvidia driver. i had abysmal stutters even on 4070TIsuper + 7800x3d, changed drivers to 572.83 and it fixed stutters completely

ya 3060 is deffently limited.

it does run pretty good outside at 60fps when not stuttering. just trying to minimize it as much as i can. cuz damn it jarring as hell when it happens lol

will for sure keep tweaking things as i go. just started out about to give the amulet to whats his face im bad with names lol

love the fact they remastered the game. brings back alot of memories from 20 yrs ago. sheesh im old lmao. thanks for the help hopefully they release a patch to help improve it a bit

I hope they do patch it as well, but I have my doubts. Usually it's left to authors to fix Bethesda titles. I have tried a few of those performance mods on Nexus, none of them do what they claim.

It meets the minimum requirements, since recommending in 1080p ray tracing would be an rtx 2080 ti of 11GB, that is, the recommended would be a graphics with 11 or 16GB of vram.

8GB of vram falls short for ray-traced gaming
I had terrible performance outside the cave as well & I have a 3070.

What helped improved performance for me was to basically follow this reddit guide but with lower quality settings (low/medium for most settings) & with FSR set to performance.

This made a huge difference for me and it might help you. The ini file changes + removal of the sc.pcl.dll that the redit post suggest really helped performance for me.

In addition to using the Engine.ini linked to in that reddit post, I added a few lines to it to completely disable raytracing which really boosted FPS.

I added
r.Lumen.DiffuseIndirect.Allow=0
to the '/Script/Engine.RendererSettings' section & to the 'ConsoleVariables' section. Apparently it needs to be added twice to acualy turn it off.

true good point.

I'm also with 16gb of ram, I've been running the game for a few hours and noticed a heavy memory usage, including a lot of swaps to virtual memory.

No doubt that's the real cause of the stutterings people have been reporting.

IF by a chance you have a faster hard drive to move your game to, do it.
Won't fix the issue tought, a memory leak is something for the devs to work at.

Could also increase your memory, in about two years having just 16gb of ram will be obsolete anyway.

I agree 16 gigs ram is very quickly becoming not enough
Different CPU and running from an external hard drive, but I have everything set to High, Lumen RT and upscaling turned off, antialiasing set to TSR, my framerate is 50–60 FPS while in first-person.
