Aim assist always on

It's off in the settings but there's clearly still aim assist happening. The crosshair jumps to point at the enemy when I pull my bow. When the crosshair is on an enemy it sticks to it and ignores my stick movement unless I move it all the way to the edge.

I've tried turning aim assist on and then back off but that has no affect. Turning aim assist on and turning the sensitivity down to nothing somehow makes it worse.

Having the same problem, even though i play with mouse+keyboard, where aim assist isn't even toggleable. My crosshair follows enemies as they move, and locks above distant enemies automatically to hit them 100% of the time.
