They're supposed to work on animals, monsters, Daedra, and even undead. However the spells that have the Calm magical effect are glitched. Whenever you cast it on an enemy, it doesn't end combat so you can slip by like it's supposed to. Instead the enemy remains aggroed to you and follows you around until the spell ends before attacking again. If you have the same problem you can report it to Bethesda so they can patch it.
