Can't seem to get mods to work

Maybe its because I am still on windows 10 but I have the esp files in

Steam\steamapps\common\Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data

and the text file is edited correctly but I am not seeing the effects of the mod.

Anyone know if there is a fix or step I missed?

What mod? I'm on Windows 10 and have 19 mods that all work perfectly.

Well, after vortex botched the script extender I managed to get it working again in vortex but the esp files in question that I can immediately test is the "No Weight Clothing" mod. Now I am wondering if this means all armor pieces or literally, clothing only. because its not working.
