Tears of the savior

I'm having trouble advancing with the tears of the Savior quest.

I go to the Book shop in Market and speak with Phintias, I use up all his dialog, he tells me where to go to retrieve the book but it doesn't advance the quest. trying to advance manually doesn't work either. What can i do?

I cant access the book to read.
