How To Charge Enchanted Weapon

Is there a vendor or merchant that sells filled soul gems or you pay to refill weapons? I have the Frostbyrn Bow and I looks like it is either empty or close to it.

What is the level or procedure for Enchantment in this Remaster? Only old stuff on Youtube.

I go to the Magic Emporium, in the City Marketplace to buy Soul Stones, both full and empty ones. I don't have the spell to drain a soul, as I've never come across it yet, but a couple of my characters have weapons that do drain souls. They're very handy, if you can find a weapon like that.

There's an NPC who recharges weapons for a fee in most (all?) Mages Guilds, in any town.

Go to the dungeon ruins just beside the sewer exit and clear the area. You will get a load of gems that fully recharge magical gear.

Varla stones from Aeylid ruins will also restore enchants
