I've bought "The Elder Scrolls IV: Oblivion Remastered - Deluxe Edition" but do I have Deluxe upgrade?

So I've bought "The Elder Scrolls IV: Oblivion Remastered - Deluxe Edition", but the DLC is not listed as in my inventory, I can still buy it. So how to check if I have this DLC or not?

As near as I can tell yes. There is a deluxe edition exclusive quest that can be started in the talos district by taking a note on the outside of a barrel near the dragon statue. I was able to start that quest.

They apparently changed the game to obtain those quests more naturally via rumors. In the original all appear as messages and quests instantly when you enter the sewer. Not anymore so don't worry. DLC is always activated automatically.

They need to fix this: the DLC doesn't have the usual thing on the store page, and i can't find the sound track and art book.

The DLC quests don't all start when you exit the starter dungeon like in the original. You will start picking up quests for the DLC as you play, the same way you get every other quest.
