Report a translation problem
I was having a similar issue but read above how its hard to see. I went back and it was there. Its a small SQUARE piece of paper. It is hard to see.

I ended up putting on night-eye, crouching, and walking up and down like a scanner
I ended up using a simple console command:
placeatme 00003A9B 1
This will spawn the page at your feet. Player.additem sort of works but the way quests with books works may require it to be read in the ground first, not through the inventory.
Worked like a charm.
Thank you. I had to use this console command because in my game the paper was nowhere to be found.
Just to add to this, the command above will return an error because it's a reference function. This is the full command: player.placeatme 00003A9B 1
It may happen that the game blocks your achievements after opening the console. In this case you can download a mod to enable achievements again from a mod site like nexusmods.
