"Starlight" spell is bugged, effect only appears when you switch to, or cast it during, 3rd person.

Title, the Starlight spell is bugged. It doesn't spawn the little light orbs to float around you if you are in first person. But they will come out immediately upon switching to 3rd person, or if you cast it while you are already in 3rd person.
