Is Kvatch quest completely broken for anyone else? I'm at a complete hardstop. Tried on 2 different saves.

At what stage? i had a bug where the commander didnt go further then the courtyard. if you just go inside the castle and pick up the ring from the noble guy and bring it back to the commander and the quest finishes just as normal
