I hate to have to use dev commands to advance this, is this a bug or do I need to build more rep with the mages guild before coming to Bravil and attempting this here.
in this game the key is to exhaust any and all options related to your current task in conversations.
sometimes even, you can go back to certain quest givers and ask for more help, (the game doesn't tell you this,) and they will assist you by giving you items that will help you finish the quest.
and then there's other times where the quest giver specifically says NOT to mention something to someone, and when you get to the point to talking to that someone you need to actually remember NOT to select that dialogue option otherwise the quest will go awry.
this is a real RPG lmao, you have choices to make and consequences for the actions you take, not like skyrim where it continuously tells you what to do and holds your hand lol.
