Troubleshooting: Cannot Get To Main Menu (1-3 FPS) (UPDATED)
I just finished downloading the game and updating the graphics drivers for my laptop's NVIDIA RTX 4070 (updated via the NVIDIA App). I booted the game up and let it do the shader preload. It was at 1-3 FPS then, too, but I just thought it might have been from the preloading process. I found out after that I cannot get past 1-3 FPS in general. I checked the NVIDIA control panel and made sure that it was configured to use the discrete GPU for the game, but when trying to reach the main menu I found the GPU was not being utilised according to the Task Manager. I heard of some having issues with full screen (possibly also a resolution thing, I'm trying to load the game at 1440p), so I tried changing my GameUserSettings.ini but it seems that changes are reverted back upon loading the game.

I'm not sure what to do, I haven't found many posts detailing issues like this (the closest being the potential full screen issue I've seen). Any help would be appreciated.

UPDATE: This might have just been a CPU driver issue, and it turns out it wasn't just on Oblivion Remastered. After resolving the driver issue, I can access the menu fine without slowdown. I don't have time to play right now, but I'll update again if there are any issues I find when I do try to start playing.

Update: I found this issue affecting my other games, too. I just recently did a Windows Update, and am checking out my drivers for my CPU, which there was a message saying the driver wasn't working for that.
Yesterday it was reported that the latest Nvidia drivers are causing the main menu to have 3-10 fps for some GPU's, just worth a try that you go back to the previous version and test with that one.
windows handles the gpu setting itself in "graphics settings" now.

that's why when selecting dedicated gpu in the nvidia control panel has that little tidbit about it.

type "graphics" into start, there should be something that's called "graphics settings" and it's a windows control panel thing.

that's where you need to individually set the games up for use for "high performance" on the gpu.

otherwise, windows tries to balance the power usage from it and holds it back.

nvidias setting does not stop windows from doing this.
Update: Fixing my CPU drivers by downloading via Radeon Software seems to have fixed the issue. I don't have time to start playing right now, so if there are any issues I find when I start playing I'll update again. If all the issue turns out to be was a bad CPU driver that would be very fortunate. I worried when I found the issue occurring on my other games, lol.

and how u update ur laptop cpu? through what?

just go to Ur video settings through the low fps and then it should go back to normal at least that's what happens to me, still haven't found a permanent fix
