Pathfinding glitch in Chamber of Avarice

I have a problem with the 2 npcs in this area stuck in a pathfinding glitch, they won't walk to where they need to be so the switches I need to activate don't work. Any ideas or solutions? I have reloaded a previous save multiple times and it hasn't worked.

I got the same glitch. I waited a couple minutes, but then tried saving where I was and reloading. When I loaded back in, they were at the top of the stairs.
