Entry into fort grief?

Is this SUPPOSED to be a puzzle, or did they simply forget to put an activator on the gate? I've been prceeding along the 'puzzle' road. But clairvoyance just led me straight up to the gate that I can't do anything with. I suppose that eliminates sewer/underwater back doors, but it IS shifting me towards 'bug'.

There is surely a bug. The door won't open if you don't follow the quest 'caught in the hunt', but now it remains shut even I arrive via quest boat

i was in the same place, decided to search the forums and found this. but after that i looked around a bit more and turns out there's a handle on the ground, to the right of the fort gate. so it's not bugged, at least it wasn't in my case.

Look down to the right.

There's a lever. Facing the locked gate, it's to your right. Leaving Fort Grief will have a similar situation...

Stand about 5 feet from the gate, facing it, then turn to your right 90-degrees... there is a switch thing on the ground about 4 feet away... you need to turn that to open the door...
