Starting Shivering isles and Knights of the Nine

As the title says, I haven't gotten the notice to start either quest, are there new requirements to start them?

All dlc quests can be started by simply going to the starting locations.

Or talk to NPC's and ask about "Rumors". You will get the quest as well.
