OK well I literraly find the fix instantly after posting this hahaha. Just verify the files, got one corrupted file for some reason, it's fixed game stop crashing.
Question did you mod your game? Because I did and this happened so I am trying to figure out what mod did it

In steam, right click on your game -> properties -> local files -> Verify integrity of game files
It will auto fix it.

The moment i try to run it through vortex it appears to delete files and destroy the install lol.
Verifying and repairing files worked for me...

I downloaded the game, got through the prison and decided to save and close the game to cook some lunch. When i tried to play again I had the same issue, and nothing i found on the internet worked. verified files, deleted the DLSS folder, deleted the shader cache folder, clean reinstall etc. Had to reinstall the game on a separate drive before it would work.

Hi, do you happen to use mods with Nexus?
If yes, Vortex is messing up the plugins.txt file. After restoring the file to the original load order of the base ESPs, there were no more issues. So, uninstall all the mods in Vortex. Then delete all the lines in the plugins.txt file and copy in the original load order. After that, you can reinstall the mods through Vortex without any issues.

The correct load order is as follows:
Oblivion.esm
DLCBattlehornCastle.esp
DLCFrostcrag.esp
DLCHorseArmor.esp
DLCMehrunesRazor.esp
DLCOrrery.esp
DLCShiveringIsles.esp
DLCSpellTomes.esp
DLCThievesDen.esp
DLCVileLair.esp
Knights.esp
AltarESPMain.esp
AltarDeluxe.esp
AltarESPLocal.esp

Also, make sure to remove the following two lines:
AltarGymNavigation.esp
TamrielLeveledRegion.esp

Easier fix: in Vortex click Load Order on the sidebar the click Reset Pugins File at the top. Disable the AltarGymNavigation.esp and TamrielLevelingRegion.esp (appear to be debugging plugins) right there too. You can use Vortex to open the plugins folder from the Mods sidebar and delete those plugins so Vortex won't try and add them back.

No need to uninstall mods, just reorder them now that the Oblivion Remastered plugins are back to the correct order. Whoever made the community plugin goofed and has it set to sort the plugins alphabetically.

I've been tryin to fix this, and it works when I delete plugins.txt but not if I manually reorder the mods. I noticed I don't have AltarESPLocal.esp anywhere; is that a problem?

thanks so much! this work perfectly. life saver.
This happens to me all the time, my PC has the problematic RTX 3080 ti, at first I was using settings that are only possible in RTX 40 upper lol ...so.. After that trying all the settings possible, finally I can play without a crash in every fast travel. Sometimes I still have crashes and in some cases I have to use the integrity check that we have in the Steam
