Why is luck so much harder to level than everything else?
Can you even Max it out before hitting the level cap?

It's primarily to balance out the fact that it modifies your skills directly through it. It adds a modifier to all other skills of 0.4*(luck - 50). So if your luck is 50, it does nothing (beyond making some chance stuff nicer). That said, when you go above it, to 60 for example, all skills are raised by 4 points behind the scenes.
Oh, and it influences betting in the Arena I think.

Luck is lowkey OP. I always max it in Oblivion and Morrowind.

I really enjoy the fact that you need 4 Attribute points for +1 Luck.
Very thoughtful system.

Surely something else than Health, Stamina or Magicka plus some Fallout stuff. :P

It was not always that way - in original Oblivion, you picked 3 stats when you leveled and each gained +5. Luck was included in that. I don't understand the change they implemented where you can distribute 12 points... but only to 3 stats at once. It is a really bizarre choice.

It can be maxed.

Does the remaster have a level cap?
max level is 80, not a true cap just the limit of the system, at that point you have maxed out every skill and attribute

Level limit for Oblivion was around 50 and now minor skills also get your levels up. So 80 is not out of the question.
As others said, it's more powerful than the other stats. It's essentially how you will more easily get your stats to 100. I mean it's in the name. Someone who is insanely lucky is going to do better at everything.

I believe you are mistaken.

Unless i misremember my OG Oblivion you had to level skills connected with a attribute to get the +5 values (For example, 3 levels in a minor skill connected to that attribute and 2 levels in a major skill connected to that attribute).

But luck had no skills connected to it (Unlike every other attribute). So at maximum you could get +1 in it.

saw a reddit post on r/ElderScrolls where someone tested it with console commands, all the original console commands from Oblivion work in the remaster

also side note, Endurance is properly retroactive now like Intelligence, so no need to max it first, you wont miss any hp

You had to level in a specific way to get +5, it wasn't every time, and luck never had a modifier, it was always +1, if you're experience was different, you used mods.

This system is a vast improvement.
