It's more like summons and other NPC do more damages to you, and you do less damages than their HP getting buffed. when NPC fight each other they inflict normal damages
The damage received isn't the end of the world, but they should not have nerfed the player damage as harshly. IMO they should mimic STALKER's higher difficulty changes.
