1070 Ti is the minimum requirement so with a 1080Ti you can play it, all low settings for sure.
Make sure your CPU has more than 4 cores (considering how old is your GPU) as the game can't run on a 4 core.
Ye well, those are 90% user error to be honest.
I have a pretty good pc (4090/7950x3d) and i push over 200 fps in ultra setitngs outdoor (down to 120-130 without framegen) on a UW screen, so a 1080 can absolutely push 60 FPS on low settings.
Some effects need newer shader features that aren't present in your hardware, that means that it will do the longhand method and take much more time and energy to compute.
Game might run better under Vulkan for older GPUs -- well Vulkan is superior to DX12. Too bad, we can't talk about that or have an alternative render option in "modern" gaming.

I have a 1080 Ti. It's in a cupboard waiting to find a new home, or be used as a PhysX card.
You really should be thinking about getting a GPU with DLSS. The latest DLSS 4 has something called Nvidia Super Resolution (Transformer Model). In some games, the 'performance' setting of DLSS 4 looks considerably better than native.
Similarly for AMD FSR. FSR4 is a huge step up from FSR 3.
Also get a Ryzen 5000 series with X3D and you'll have doubled your frame rate in games.
