Does the Deluxe Edition have any add-ons like "Frostcrag Spire" from the original game?

yes both expansions and all dlc is included from player houses to horse armor to spell tomes

Both the standard and deluxe editions have all DLC, including houses. The only difference between the two editions is the extra 2 armours, 2 horse armours, and a few weapons which you can get from a few quests ingame. Also the Deluxe includes a book and the soundtrack, the latter of which you'll probably already own if you have the original Oblivion game. If you go to the remaster store page, there is a comparison button above the buy button.
just note that the quests for dlc houses no longer auto appear, you can find the quests for each by going to its respective city (bruma for frostcrag for example) and ask npcs about rumors until they tell you about it
The non-deluxe version includes all of the original DLC's too! I think the Deluxe version adds like... two more horse armors and one quest outside of Kvatch that leads you into getting a new weapon/armor set (basically a new type like Iron, steel, etc). Its... not very pretty.

However Frostcrag is not acquired the same as it was in the original. I don't know how (yet) but it seems all the mini DLC's were woven more naturally into the game similar to how Skyrim Anniversary Edition did it. Some might come from rumors, or one of those newly voiced NPCs you can sometimes find around places. Or perhaps a courier running up to you at level 20. But its not like the original where you get spammed with 10 quests right out of the gate

they're in the base game, no need for the deluxe, you unlock those kind of DLC's via rumors or going to the locations in the remaster instead of them all being added automatically after the sewer like the original.

the deluxe adds 2 new quests both give 1 new horse armor 1 set of armour (a light and heavy version) 1 set of weapons (1 weapon for each type) one set is daedric inspired by mahrunes dagon the other is inspired by akatosh and is gold with dragon inlays

Interestingly once I was told about Frostcrag Spire using the persuasion mini game and rumor option I would hear NPC conversations about it. I am pretty sure you still have to get the marker through the rumor option but it was cool the developers took the time to add it in to the conversation pool for NPCs.
How about in game houses (not DLC), do they look better, have more functionality features? Like in Skingrad or Anvil.

yea, you can discover the dlc houses without the quests but the map markers will never appear for some reason i did that with frostcrag and ended up having to load a previous save and do rumors in bruma just so i could get the marker to fast travel to

i've only purchased the basic house in the imperial city and it looks exactly like it did in the original except it has new graphics and the fireplace benefits from the new lighting so it looks much better then it used to

I found it by exploring. I saw the tower from the top of the blades hq. And wanted to see what the tower was.
