Are you trying to swim through archways underwater?
Crazy that they didn't catch this bug before releasing the game.
I went to test it out and the problem was gone, after experiencing it on multiple separate occasions. How odd.

Well, thank God for that. Problem solved, glad it worked for you.
Apparently just exiting the game and going back in can fix it according to a Youtube video I found regarding the issue, and I did just that. Worked for me without removing boots.

Thank you for this. As a High Elf I can confirm exiting the game and reloading worked and I can fit in the passageway at the bottom of the well now!
