Went to browse the game files and deep dove until i found that exact file. Now what I had heard was that you can either delete OR rename it. So because i feared not knowing what deleting that file would do in the long run or how much my game would need it I just added an uppercase L to the end of it to rename the file. Game fired up fine and i played for 3 hours without significant hitch.
Again, idk what that file is or why altering it seems to get you around that startup issue. But I'm real cautious as to whether this is an actual fix or whether the game will go back to freaking out at the 11th hour for me.
Have also heard from 2 people in another thread that the game went back to crashing at some point so idk. Could be related or it could be separate but the usual Bethesda launch bugs that need to get ironed out.

Do you have any mods installed? Access violation sounds like something else is bottle necking; though I don't know for sure just based off of that information!
