just tells me the arena is closed and i need to come back during hours
I don't know if you've already been able to fix the problem, but I've found a possible solution while Bethesda fixes the bug. After trying all the solutions posted in the community (changing armor, going naked, sleeping for 72 hours), nothing worked, and this is the only thing that worked for me. I figured out when I create a new character because i was unable to advance in Arena quest line and I touch one of that Rune Stones when I finish my first fight in the arena and, surprise, it was bugged again so I think It's because of the Bound Weapons/Armor you get by touching a Rune Stone (you know, those stones that give you magical weapons for a limited time) or even the spells that gives you magic weapons but I never try those so I cannot say if the spells affect to the bug too.
If you touch one of those Runestones while wearing Arena Armor, it seems the Arena questline gets bugged (I don't know why, to be honest, but it's a huge bug).
To fix this, simply return to one of those stones with any normal armor on (I was wearing the full set of blade armor, if that helps) and touch one of those rune stones that conjure weapons and armor again. Once you have them equipped (the magic weapons the stone gives you), change your normal armor to the Arena armor and fast travel to the Imperial City Arena (the weapons' effects should have disappeared with fast travel; if not, wait for them to disappear before entering the arena basement).
Then simply go in and talk to Owyn at the Arena combat schedule, and he'll let you fight (he no longer tells you the "you're not wearing armor" dialogue or that it's not time even when it is).
I don´t know if this workaround works for everyone with this problem. I just want to share what worked for me in order to help other players with the same issue until Bethesda fixes this.

You saved me with this. What an insane bug. Wanted to reiterate if anyone else runs into this issue:
1) wear random armor
2) touch the rune stone to get its armor
3) while the rune armor is on, attempt to equip the Arena armor
4) fast travel to the arena.
5) actually wear the arena armor
I did this slightly incorrectly a couple times but eventually following these steps exactly fixed it. Also in step 3, for me at least, attempting to equip the Arena raiment fails, but visually it looks like it works, at least in the menu IIRC.
