Would say if you can wait, then consider waiting for Skyblivion updates and seeing where they're at by the end of the year.
For this remaster, it'll depend on your rig and your sanity to wrestle with technical issues at this point. If your rig has components below the minimum requirements and/or you're looking to play on higher settings at 60fps, consider cloud gaming with something like GeForce NOW for this game (limit of 100 hours per month on the 10 USD subscription unless you pay for more hours).
And if looking to save on cost with legitimate access to the game, consider PC GamePass trial to test things out unless you absolutely want Steam achievements or you know you'll be playing the game longer than 4 months.
Edit: Your PC sounds like it could be a contender, BUT the performance has still been fickle for many players in open world. Still be prepared to troubleshoot. Troubleshoot your saving capabilities early, then go back and finalize your character creation (instead of losing 1~2 hours because the game didn't have permissions to update saves in the Documents folder).
Skyrim's a sandbox, Morrowind is a cozy library, and Oblivion is home. Morrowind will always be my favorite for the influences the writing had on me and how it taught me to appreciate game mechanics as exploitable systems - but I genuinely believe Oblivion balances the best aspects of both Morrowind and Skyrim to make a game that's more fun and accessible without completely giving up on the more intricate RPG systems that made Morrowind endearing.
Your milage will vary, but if I was telling someone to only play one Elder Scrolls game... well it would be Redguard, because I think that would be funny, but after that it would Oblivion.
Yeah, go for it. A beloved old game that'll be entirely new for you. Be aware that it's not particularly stable (pc) atm, very stuttery sometimes, but that will probably change with patches. For a Skyrim player the Oblivion magic system has tons more depth.
Maybe wait for it to drop in price or go on sale or something.
EDIT: Also install a mod that fixes the leveling up system (just gives you max attribute points every level) so you don't need to min/max your character as well.
