Cannot sell to Fathis Ules
Imperial City Thieves Guild fence. Need to sell 1000 worth of gold for the next quest and im standing in his house with a bunch of expensive stolen wine and there is no option for me to sell to him. How do I get around this?

To answer the obvious, yes I have progressed enough to be able to sell to him. The Independent Thievery quest tracker is on him.

I didn't find a fix to this but even though the quest marker only shows Fathis, you can still sell to the other fences.

There's a bug that has been there since the original game. It's because the NPC is involved in the quest "Sins of The Father". After you completed the quest he's not available anymore. I thought they'd fix it in the remaster but seems like no bugs were fixed. Might have to wait for the unofficial code patch mod to drop.
He only acts as a vendor if he is sitting on the chest in his backyard.

He only sells/buys stuff when at a specific spot, not when he is walking around the city

Yea he definitely still has the same bug from back in the day. BUT if you got the deluxe version, just sell to Rowley Eardwulf at the Wawnet Inn. Same dude you buy your Deepscorn Hollow upgrades from. He has a 2k gold cap. Stuff that isn't stolen of course.

it's not a bug, you aren't supposed to sell to him when in his house or near gaurds.

he will refuse to even offer the option.

this is how the oblivion AI system actually works and many people call this "bugged" but it's not.

go speak to him during the day in the market district when he isn't near anyone.

he also has a specific schedule he sticks to.

Its not a bug its a feature type argument
