Yep. People are too wrapped in their Steam bubble as if there's no other source that sells or have a game.
Update... Nope, I only have 3 Fullscreen options, they are 1280 x 720, 1600 x 900, and 1920 x 1080. Borderless greys out the resolution to 1920 x 1080p.
I hope you can get this sorted out.

Well people who pirate it say they are the only ones truly own the game.

I have been playing games at 1440p natively for about 11 years now. There would be no reason to ever change resolution on windows level.
