Upgrading house

I have bought my fist home in the Capital and the quest tells me to go talk to Sergius Verus in Three Brothers Trade Goods. He isn't there. When I follow the quest marker it leads me to where Verus is but I get no option to upgrade my house. Am I doing this wrong or is this bugged?

same problem, seems bugged, i managed to meet him in his shop no, he still hasn't the proper dialogue options

The store is closed on Sundas.

I haven't talked to that guy, but I don't think the house upgrades are dialogue options. Look in the shop barter list and see if you see upgrades for sale there. That's how it is for the Frostcrag house.

You have to buy little envelopes from him that upgrade the house. So trade with him.

figured it out, yeah but OPs problem still exists, he just refuses to be in the shop sometimes

Yeah, the shop was open but I just waited for the next day and met him before he could leave. No other issues with the other houses
