What do you expect from a Bethesda game? The bugs make it good

Well it is the creation engine beneath the hood and no console access for the playerplaceatme command to unbug.

Try an earlier save and do a save every few hours.

this is a long shot but you could try the console commands from classic oblivion.

those would be (without quotation marks):
"prid 0003392D" and press enter. it should target mankar in the console. after that:
"MoveTo Player" should move him to you.

Hope this helps. It probably won't.

Can't blame bethesda. They promised us a faithful remaster of it, warts and all. And by all measurements, they delivered on it, in a literal way. It's things like this that make oblivion special and give it its unique flavour that makes it so well-loved among the masses.

What I did in the old version was reload an older save. In this game, you have to hit the quicksave a lot.
