Try an earlier save and do a save every few hours.
?i cant do anything in the game....
those would be (without quotation marks):
"prid 0003392D" and press enter. it should target mankar in the console. after that:
"MoveTo Player" should move him to you.

Can't blame bethesda. They promised us a faithful remaster of it, warts and all. And by all measurements, they delivered on it, in a literal way. It's things like this that make oblivion special and give it its unique flavour that makes it so well-loved among the masses.
What I did in the old version was reload an older save. In this game, you have to hit the quicksave a lot.
"0003392D".MoveTo Player
This worked for me
