Can this game played exclusively in 3rd person?

Yes. But if you have in mind to compare Oblivion to Skyrim, you will be very disappointed. This game can't compare, is 7 years older.
Better story than skyrim for sure, more immersive cities.. but ..
you don't have duel wield (both melee and spells) animations are still 2004-ish, combat is clunky and very 2004. If you expect a Skyrim experience, think twice before buy it and watch some vids.

And one of the more blamed issues is that the DUB is english only (with subtitles in other languages) apparently for some people is game breaking

Thanks for the prompt response.

Are you referring to this remastered version? Animation and combat are clunky?

I only played heavily modded Skyrim in third person, with numerous improvements for animation and combat yet it still feels super clunk clunk clunk

Are you saying this remastered even worse? Lol
