But I do agree on the 2 hour limit, maybe Steam could come up with a new way to detect when a game is actually being played, 2 hours of keyboard and mouse movement instead of 2 hours of time limit.
2 hours is for the automated refund.
File for the refund and when there's a chance to write the shaders and performance issue you encountered here. If your game-time doesn't severely contradict your message (e.g., 8+ hours of the game running and some achievements), you might still get a refund under manual review.
At that point you should have enough red flags that your PC ain't cutting it
Or at the least, there needs to be an exception.
AND yes, they NEED to factor in games that have either unintentional or intentional long setup times. Oblivion's one time shaders ate almost 15 minutes.

Although I will say my friend has had ZERO issues on Steam Deck once she got the shader stuff out the way.
