Deluxe DLC missing ?

So i paid the extra $10 and purchased the deluxe edition but i don't see any DLC aside from the soundtrack that was downloaded. I am new to pc/steam so please excuse my ignorance if i am missing an obvious location/indicator of DLC content being downloaded already. When i check the store it still offers the DLC for $10 like i haven't already paid for it with the original purchase. Any help/information here is much appreciated. TIA

Its not listed separately. Go in game and goto the DLC, and you will verify its there.

Easiest is probably fast travel to Bruma and ask a guard for rumors. That will indicate Frostcrag Spire in most cases. Then you can walk over there.

If you mean the specific extra quest for cosmetics (horse armor), i dont know where that actually starts yet.

I also bought the deluxe edition. I found the soundtrack on the library DLC tab.

But cannot for the life of me find the artbook in the folders or on dlc tab.

Has anyone found it yet?

Artbook is in tools

It's not. They designed that the DLC from deluxe do not trigger as the OG Game.

1) check you have on your tools library (steam) artbook and music
2) go Anvil, talk to the prophet. Can you? then it works as intended.

They coded that to unlock dlc you have to physically go in place or "ask for rumors" in city, on purpose. To avoid overwhelming the quest log to new players.

For example, knights of the nine triggered to me when i talked to Joffrey and asked him about "rumors"

They really need to add a note about the tools and it's a separate download.

I've never needed to tick the tools tab on my library
