Where do I get a staff early on?

I'm a Mage, do I even need a staff? Is it more done through spells? Can I shortcut the spells? What's the best setup please.

There's one in the tutorial caves before the sewer. You'll be in a big room with several goblins, some rats that are caged in a pit and a goblin shaman.

If you head into the Imperial City Market once you're out, there's a vendor.

You could join the Mages guild, and go find Frostcrag Spire (dlc).

You don't need a staff, but having one to spam a shooting attack is nice. The tutorial dungeon drops a goblin staff.
