Sneak attack bug?

I'm having issues where even at 50 sneak my bow keeps flip flopping from 1x to 3x damage in sneak attacks. Is this a bug, or is it because of where I hit the target?

I think it’s because of where you hit, headshots are 3x and everything else is 1x.

Ok then I'm even more confused because I hit body shots and get 3x but sometimes I hit headshots and get 1x. Is it specific to each mob?

Make sure your bow is repaired. The durability on my bow was almost 0. After i repaired it, im consistently getting 3x damage on sneak attacks.

I thought this might have been a bug as well because 1x damage didn't make sense. It was still one-shotting enemies that would have taken two or more had I attacked them while not crouched, so it was clearly doing more than 1x.

I have had the opposite results though. A 1x hit doesn't kill an enemy, while a 3x hit does. So it's definitely affecting the damage done in some way.

It has nothing to do with where the arrow hits, despite what people might say, have tested this extensively.

Stealth and bows are broken.
