is it just me or their amount of gold never changes

its how much they will spend on a transaction, but it was changed to have unlimited I believe.

So they wont give you over that number. But, you can sell as much as you want that is under it.

I believe that was standard in the original game as well. Their gold never went down, it was meant as a cap. Not sure why but there it is. Probably a way to force players to jump around between cities to find merchants that have the most gold to throw at you IDK

Exactly.

Mods like "Living Economy" or "Enhanced Economy" changed that later on.

No, its a bug. it went down on the 1st merchant I traded with.

That's how it is supposed to work. It's a cap on the highest sum they can give you. You can increase it by investing, but the amount never decreases from you selling items (nor increases from buying)

No, its a bug.

It is not a bug. Merchant gold in oblivion is just the max they can pay per item.
