Some think he might be some kind of Lich using illusion magic for his appearance in Oblivion. This is the most popular theory.
Some think it might just be someone else pretending to be the real Mannimarco in Oblivion so that he can gain a massive following.
Really, though, it's just fan theory and it seems to be a writing mistake (or intentional mystery) unless they confirm his deal in a future game or ESO chapter.
I always figured it was just some guy claiming to be him in Oblivion.
Whats with his evil necromancer moon? was that really him or something else?
Short answer is it's a big ol ball of magic that is technically also the real Mannimarco kinda sort of don't think about it too much.
It's an "actual" moon (there are no actual planets or moons in TES, they're actually just infinite planes of existence that mortals just comprehend as flying balls. Stars are also holes in reality. Also dragons aren't flying lizards but actually giant clocks.) created when time stopped being time for a bit. This was caused by a giant robot.
Mannimarco attempts to turn himself into the god of death during this event and creates the necromancers moon to annoy Arkay (the God of the life-death cycle), and also create black soul gems I guess. The result is he sorta does become this god of death but only on the days it eclipses Arkay's planet (named Arkay) or something hyper specific. Basically imagine it as someone creating their own country so they can pass their own laws, but that country also only exists on sundays.
It's super unexplored, and it happened too late to be fleshed out in ESO. TES6 will probably forget about him so try not to think about it too much.
