Okay, the german translation was a bit wierd and in some ways bad (like the names of the items), but there is no need to optimize this. ESO is also in different languages aviable (including voice overs), also skyrim was (and skyrim special edition).
So why did they cut that kind of content? Anyone? Yes, they just want more money for less service.
First I thought "wow cool, new graphics, looks sooooo super", but then I was shocked: "just english voices"...
I'd say: all classic voiceovers shall come again to tamriel. Either that or: you lose many costumers.
