I thought I was just blind unable to spot any with all the seaweed.
find corpse of rumare slaughterfish that has not despawned.
open console
click on fish model with mouse
type console command "resurrect"
kill fish then go to next green arrow and locate red dot, quest will be fixed.
moving around the outside edge of the lake in a circle pattern yields best results as
they also are spawning flopping about on the land like original game.
detect life does not work because there is a fish stuck dead, it is an old bug, follow instructions above, i have just fixed my quest.
i have more then 12 scales i have like 40 , the quest still won't progress
check the uesp wiki theres about 10 for this quest alone that the unofficial patch fixed but seem to maybe of appeared in this remaster?
PC Only The Unofficial Oblivion Patch, version 3.4.0, fixes this bug.
You can collect more than 12 scales and the quest will not advance to the next stage when you return the 12 scales to Aelwin. ?
Use the console command player.removeitem 00185FE2 1 to reduce the number of scales to less than 12, then collect up to 12 again to hopefully trigger the quest stage advance.
